On May 21, Binhai Investment (Tianjin) Co., Ltd., a wholly-owned subsidiary of Binhai Investment Co., Ltd., entered into a framework agreement for the supply of green hydrogen with Sinopec Xinxing (Beijing) New Energy Co., Ltd., a wholly-owned subsidiary of Sinopec Corporation, with a validity period of five years. Under the green hydrogen framework agreement, through this collaboration, Binhai Investment and Sinopec Xinxing New Energy Company will carry out a range of joint activities related to the purchase and sale of hydrogen for the 100,000 tons per year integrated wind and solar hydrogen production project in Ulanqab, as well as for the demonstration project involving hydrogen transport pipelines. They will also work together on matters related to the incorporation of hydrogen into the main gas supply networks operated by Binhai Investment Tianjin, as well as those planned for the future. The two parties will focus on carrying out hydrogen blending tests at various proportions in Tianjin’s municipal gas pipeline network, with plans to complete small-scale full-process trials and verifications between 2026 and 2028. Regarding pipeline connection, both parties aim to ensure that key pipeline networks such as Binhai Investment’s second gas supply pipeline in the Tianjin Binhai New Area (with a design pressure of 1.6 MPa) and the natural gas pipeline project in the Binhai New Area (with a design pressure of 4.0 MPa) are ready to receive hydrogen by the end of 2028. At the level of commercial operation, the two parties agreed that starting from 2029, Sinopec Xinxing New Energy Company will supply green hydrogen to Binhai Investment on a stable basis, with an initial annual supply volume expected to be around 20,000 to 30,000 tons. In terms of price, Sinopec Xinxing New Energy Company will offer Binhai Investment the most favorable rate for hydrogen use; the specific volume of hydrogen supplied and the corresponding price will be determined in accordance with the annual supply and demand contract signed by both parties. Furthermore, the two sides will also explore broader collaborative efforts in areas such as power generation, metallurgy, transportation, the construction of hydrogen refueling stations, as well as innovation in hydrogen technology and the establishment of relevant standards. According to previously available information, the 100,000 tons per year wind and solar hydrogen production integrated project in Ulanqab was canceled by the Inner Mongolia Energy Bureau in December 2023 due to reasons such as changes in the project owner; thereafter, an application for energy quotas was submitted again that same month, and the project was registered on January 11, 2024. On December 29, 2025, the 100,000 tons per year integrated wind and solar hydrogen production project in Ulanqab (the hydrogen production facility portion) was re-registered. The filing documents indicate that the total investment for this project is 594 million yuan. It includes the construction of 25 new hydrogen production facilities, with 8 electrolyzers in each facility; in total, there will be 200 electrolyzers of 1000 Nm3/h capacity used for producing hydrogen through water electrolysis. There will also be a low-pressure buffer tank with a capacity of 6000 cubic meters, as well as approximately 47.6 kilometers of pipelines for transporting water (starting from the sewage treatment plant in Qitai Town, Shangdu County, and ending at the hydrogen production plant), along with various associated auxiliary facilities.
