The chemical industry is a fundamental sector of the national economy, affecting the development of various industries. A report by the International Federation of Chemical Industry Associations shows that the chemical industry is involved in almost all manufacturing sectors, contributing 5.7 trillion dollars to the global GDP through direct, indirect, and indirect impacts, while also creating 120 million jobs. Our country is a major chemical industry nation, and the chemical industry plays a significant role in the national economy. It is related not only to economic development and job creation but also closely linked to the development of strategic emerging industries such as electronic information, new materials, and new energy sectors that exist downstream in the industrial chain. Therefore, the chemical industry is not a question of whether to develop it or not, but rather how to develop it. To truly achieve the scientific and orderly development of the chemical industry, efforts should be made in the following areas. Safety and sustainability are the bottom lines. The chemical industry has numerous sources of danger and significant safety risks; issues related to safe production should be a key focus of attention. To develop the chemical industry, it is essential to adhere strictly to safety standards, improve mechanisms for risk identification, assessment, early warning, and prevention, in order to reduce safety risks. At the same time, it is also necessary to uphold environmental safeguards; by establishing rules, ensure that enterprises operate and discharge pollutants in compliance with standards. For those enterprises that fail to meet environmental requirements, a mechanism should be put in place to compel them to make corrections within a set time limit, otherwise they should be forced to cease operations. Transformation and upgrading are inevitable. China’s chemical industry has a huge output value, and even if all emissions met the required standards, environmental constraints would still result in significant pressure to protect the environment. Therefore, it is necessary to concentrate efforts and increase investment to overcome the bottlenecks in environmental protection technologies. By focusing on green technologies, new industries and business models in the fine chemical sector can be developed, thereby driving industrial transformation and upgrading and achieving scientific, orderly, and high-quality development. Retreating from the city and entering the park is the direction. Park-based and integrated development is the trend in the growth of the chemical industry; it can effectively address the NIMBY effect, as well as enable intensive and efficient management as well as centralized treatment of pollution. For example, the Shanghai Chemical Industry Park was constructed starting in 1996, drawing on the experience of world-class chemical parks; it implements integration in five areas: product projects, utility services, logistics and transportation, environmental protection, and management services, with emission standards that meet or exceed those of Europe and the United States. At present, the rate of chemical enterprises moving into industrial parks in our country is still low. To break free from the dilemma of \"chemicals surrounding cities\" or \"cities surrounding chemical industries\", it is necessary to increase efforts to encourage such enterprises to leave urban areas and move into industrial parks. Reasonable layout is the trend. Due to the strong economic strength of coastal areas, where green development has yielded results and environmental protection capabilities are relatively higher, there has been a clear trend in recent years for China’s chemical industrial parks to concentrate in the eastern coastal regions. According to the “Top 30 Chemical Parks in China 2018” released by the Park Work Committee of the China Petroleum and Chemical Industry Federation, 24 of these parks are located in the eastern region, demonstrating a very strong effect of industrial clustering. At the same time, the BASF Zhanjiang project with a total investment of 10 billion US dollars, as well as the Zhoushan Green Petrochemical Base project planned to cost 200 billion yuan, have also been established in coastal areas. How to promote the high-quality development of the chemical industry has become a major challenge for coastal areas. To promote the scientific and orderly development of the chemical industry, there must be determination, as well as a pragmatic approach and scientific and effective measures. By starting from reality and adopting targeted measures while balancing relief and regulation, we can ensure that our country’s economic development is more healthy, efficient, and dynamic.
