Hydraulic testing of the tower

If a vertical hydraulic test has been conducted on the tower, is it still necessary to carry out a horizontal hydraulic test on-site? There is a view that a vertical hydrostatic test should be carried out on site to allow the foundation to settle, which helps distribute the stress on the pipe ends. Is there any such mandatory requirement? I checked the standards but couldn’t find any relevant clauses
A hydrostatic test is definitely no longer necessary; foundation settlement monitoring should be related to the geology or the volume of the container. I’m looking forward to answers on this matter.
Generally, the manufacturer conducts hydraulic testing, and no further testing is done after the tower is installed. For large towers with special requirements regarding foundation settlement, the standards only specify the requirements for settlement monitoring; in such cases, it is possible to refer to large storage tanks and carry out gradual water filling tests, eliminating the need for pressure tests.
A hydrostatic test is probably not necessary, after all, it is used to test the strength of the tower itself, and it has nothing to do with settlement.
