Strengthen the research, development, and application of green products, promote technologies and processes such as lightweight design, low power consumption, and easy recycling, continuously improve the energy efficiency of end-use products such as motors, boilers, internal combustion engines, and electrical appliances, and accelerate the phasing out of outdated mechanical and electrical products and technologies. It actively promotes the green development of emerging industries from an early stage, significantly reduces the energy consumption and the amount of restricted substances used in the production and use of electronic information products, builds green data centers and green base stations, and vigorously fosters the green and low-carbon development of new materials, new energy sources, high-end equipment, and the biotechnology industry. Promote the efficient recycling of resources. It helps enterprises strengthen technological innovation and management, enhance their capabilities in green and lean manufacturing, and significantly reduce energy, material, and water consumption. Continuously increase the proportion of use of green and low-carbon energy, carry out the construction of distributed green smart microgrids in industrial parks and enterprises, and control and reduce fossil fuel consumption. Fully implement a circular production model to foster interconnected symbiosis, mutual supply of raw materials, and shared resources among enterprises, industrial parks, and industries. Promote the standardized and large-scale development of the resource recycling industry, strengthen technical and equipment support, and improve the comprehensive utilization level of bulk industrial solid waste, scrap metals, used electrical and electronic products, etc. Vigorously develop the remanufacturing industry, implement high-end remanufacturing, intelligent remanufacturing, and in-service remanufacturing, advance product certification, and promote the sustainable and healthy development of the remanufacturing industry. Strengthen green supervision, improve the regulatory and standard systems for energy conservation and environmental protection, enhance oversight in these areas, implement a corporate social responsibility reporting system, and conduct green evaluations. Column 4: Green Manufacturing Project – Organizes and implements specialized technical upgrades in traditional manufacturing industries to improve energy efficiency, promote clean production, reduce water consumption and pollution, and enable recycling. Carry out demonstrations for the industrialization of key energy-saving and environmental protection measures, comprehensive resource utilization, remanufacturing, and low-carbon technologies. Implement plans to improve the level of clean production in key areas, river basins, and industries, and make steady progress in carrying out special initiatives to prevent pollution at its source in the air, water, and soil. Establish standard systems for green products, green factories, green industrial parks, and green enterprises, and carry out green evaluations. By 2020, 1,000 green model factories and 100 green model industrial parks will have been established; energy and resource consumption in certain heavy chemical industries will reach a turning point, and the emission intensity of key pollutants in these industries will decrease by 20%. By 2025, the green development of the manufacturing sector and the energy consumption per unit of key products will reach world-class levels, with a green manufacturing system essentially in place.
