Source: CCTV News App. In light of the successive production safety incidents that have occurred at companies under Sinopec Group recently and the increasing safety risks, on June 20, the Ministry of Emergency Management, in conjunction with the State-owned Assets Supervision and Administration Commission of the State Council, held talks with the main responsible persons of Sinopec Group. The discussion noted that Sinopec has experienced a high number of accidents in recent years. In June of this year, during the national safety inspection campaign, the targeted efforts to address safety risks associated with hazardous chemicals, and the National Safety Production Month, two fatal accidents occurred successively at Sinopec’s Maoming refinery in Guangdong and its Shanghai refinery, which severely undermined public confidence in safety, attracted significant public attention, and had serious negative consequences; such incidents are completely inconsistent with the image of a key enterprise under the central government. The meeting requirements state that Sinopec Group must clearly recognize the existing problems and challenges in safety production. It needs to confront head-on and conduct a thorough analysis of both the surface-level issues exposed by accidents, such as aging equipment and facilities, insufficient skills among employees, and inadequate on-site management, as well as the deeper-seated problems including weak safety awareness, ineffective implementation of safety production responsibilities, insufficient investment in safety measures, a lack of a competent talent pool, an ineffective safety management system, biased assessment criteria, and low standards set for itself. With a sense of shame driving it forward, the company must take immediate action to address issues related to the overall mindset of its employees, the proper handling of safety production matters, fundamental safety aspects, and the implementation of a safety responsibility system for all employees. Every effort should be made to reverse the current situation of frequent accidents.

The advantage of Sinopec’s system is that it prevents catastrophic accidents like the Rongshui incident from occurring; the downside is that its unique cultural framework and management style are difficult to change, so it’s almost inevitable that there will be several deaths due to such incidents from time to time. The root of the problem may be understood by some people, but it must be extremely difficult for such a large ship to turn around. Moreover, all the leaders have worked their entire careers at Sinopec or other state-owned enterprises, and their ways of thinking have been shaped by an environment that considers certain approaches to be absolutely correct. Phrases like \"There must be evaluations when there are problems\" and \"No evaluations mean no management\" have become the common, simplistic slogans used by leaders at all levels, yet judging from whether accidents occur, these approaches do not yield satisfactory results.
