Recently, the Hebei Provincial Emergency Management Department issued the \"Implementation Measures for the Quality Supervision and Management of Installation Works in Chemical Industry Construction Projects in Hebei Province\" (hereinafter referred to as the \"Measures\"), which clarify the responsibilities for hierarchical quality supervision and provide guidance for the quality oversight of installation works in new, renovated, and expanded chemical industry construction projects. It is understood that the Measures apply to the installation works of chemical engineering construction projects (new construction, renovation, expansion) within Hebei Province, as well as to the activities related to their quality supervision and management. The chemical construction projects mentioned in the Measures mainly include the production of refined petroleum products, coking, coal-to-syngas production, coal-to-liquid fuel production, manufacturing of basic chemical raw materials, fertilizer production (excluding organic fertilizers, microbial fertilizers, and other fertilizers produced by physical processing methods), manufacturing of chemical pesticides, paint manufacturing, dye manufacturing, production of plastics and synthetic resins in their primary forms, synthetic rubber production, manufacturing of synthetic fiber monomers (polymers), production of specialty chemicals (excluding the manufacture of information chemicals for cultural use, information chemicals for medical production, and animal glue), fragrance and flavor manufacturing, manufacturing of active pharmaceutical ingredients, and textile fiber production (excluding the manufacture of artificial fibers and bio-based materials). The Measures specify that the Emergency Management Department of Hebei Province is the provincial-level authority responsible for overseeing the quality of chemical engineering projects. It is tasked with guiding the supervision and management of such project quality across the province, as well as carrying out related oversight functions, including for projects approved by provincial-level or higher investment authorities, projects constructed by state-owned enterprises at the provincial level or above, projects that require a license for the safe production of hazardous chemicals, and projects with an investment amount of 1 billion yuan or more. The Measures stipulate that before obtaining a construction permit, the entities responsible for building such chemical engineering projects shall apply to the relevant quality management authorities for supervision procedures related to the quality of the installation work. The project owner, as well as the design, construction, and supervision firms involved in the installation work, are the parties held accountable for the success of the chemical project. The construction content of chemical projects must be consistent with the content approved for the project. If the project is constructed in phases, the construction unit may submit applications in phases in accordance with the project approval documents. The Measures require that, during the quality supervision period of chemical engineering construction projects, the relevant regulatory authorities shall conduct inspections on the quality practices of the responsible parties for the projects, as well as on the project documentation and the quality of the actual construction. The contents of the supervision and inspection of the quality practices of the construction entity include: the establishment and operation of the project management organization and quality assurance system ; Situation regarding the lawful assignment of projects, engagement of supervision services, and testing ; Status of organization design briefings, construction drawing reviews, and design change processes ; The implementation of safety conditions for construction projects and the design of safety facilities, etc. The contents of the supervision and inspection of the quality practices of design agencies include: compliance with the agency’s qualifications, the validity of the construction drawing design documents, and whether there are any instances of specifying raw material or equipment manufacturers or suppliers in violation of regulations.
