On January 9, the government website of the Maoming Ecology and Environment Bureau in Guangdong Province published a public notice regarding the approval of the environmental impact assessment report for Donghua Energy (Maoming) Carbon Fiber Co., Ltd.’s 10,000-ton carbon fiber production project. According to the approval details, Donghua Energy (Maoming) Carbon Fiber Co., Ltd. is located within the Green Chemicals and Hydrogen Energy Industrial Park in Maoming’s Binhai New Area. The project will be constructed in two phases, with the construction work including the main structure, utility and auxiliary facilities, environmental protection measures, as well as storage and transportation systems. The main facilities of Phase 1 include 2 monomer production lines, 2 spinning lines, 2 carbonization lines, a 10,000-ton polymerization production unit for the two-step process, as well as a solvent recovery system. The main facilities of Phase 2 include 2 monomer production lines, 2 spinning lines, 2 carbonization lines, a 30,000-ton polymerization production unit for the two-step process, along with a solvent recovery system ; Storage and transportation engineering includes the acrylonitrile tank farm (including the recovered monomer tanks and methyl acrylate tanks) and the DMSO tank farm ; Utility and auxiliary systems include circulating water stations, air compression and refrigeration stations, fire water stations, etc ; Auxiliary engineering includes laboratories, while environmental protection engineering encompasses wastewater treatment, exhaust gas treatment, solid waste treatment, noise control facilities, and environmental risk prevention measures. This project uses materials such as acrylonitrile (AN) and methyl acrylate (MA) as raw materials for production. The production process mainly comprises three stages: polymerization, spinning, and carbonization. Upon completion of the first phase, an annual production capacity of 4,800 tons of high-performance carbon fiber will be achieved; once the second phase is completed, the annual production capacity will be 4,800 tons of high-performance carbon fiber plus 20,026 tons of polyacrylonitrile powder. Upon completion of the first and second phases of construction, the plant will be able to produce 9,600 tons of high-performance carbon fiber and 20,026 tons of polyacrylonitrile powder per year. Donghua Energy was established in 1996, registered in the Zhangjiagang Free Trade Zone, with its headquarters in Nanjing. It was listed on the Shenzhen Stock Exchange in 2008. The company began its operations in the LPG trading business. Against the backdrop of a global shift in energy utilization from a focus on oil and heavy chemicals to one focusing on less-intensive uses of oil and chemicals, the company took advantage of its resources in light hydrocarbons to expand into downstream areas such as the propane dehydrogenation (PDH) industry, thereby developing the propylene sector. This approach allowed the company to move away from the reliance on oil cracking for propylene production, creating conditions for the development of downstream industries, especially those related to new materials.
