10 Chinese companies competing for Oman’s first waste-to-energy project. Recently, Oman’s power procurement entity, Nama Electricity and Water Procurement Company (OPWP), announced that 18 bidders have expressed interest in Oman’s first large-scale waste-to-energy project. The project is located in Barka City, South Batinah Province in Oman, covers an area of 190,000 square meters, has an installed capacity of 95–100 MW, and is scheduled to go into commercial operation in the fourth quarter of 2030. The waste materials for the project will be supplied by Beah Oman Environmental Services Holding Company; it is expected to process 3,000 tons of municipal solid waste per day, generating 757 GWh of electricity annually. A total of 10 consortia and 8 individual companies submitted Statement of Qualification (SOQ), including 8 local Omani companies and 10 Chinese-funded companies. Among the bidding companies are both \"specialists\" such as Kangheng Environment and China Tianying, which possess core technologies and extensive experience in WtE projects overseas, as well as traditional engineering contracting giants like CCCC and Sinoma. The development of the waste-to-energy project in Oman began in 2019, with OPWP initiating the process for selecting project consultants under the IPP model; however, the project was put on hold until 2023, when prequalification and procurement procedures were restarted in collaboration with Oman Environmental Services Holding Company (Beah). The characteristic of this project is that it is not a pure power project, but rather a hybrid project combining \"environmental services\" with \"electricity production\". This poses a \"dual challenge\" to the bidding parties: they need to have expertise in IPP development as well as in the technology and operation of WtE. In the only all-Chinese enterprise consortium formed by Yongheng Industrial Investment, Sinoma Energy Saving, and Shanghai Environment Group, we see that the two sectors of \"power\" and \"environmental protection\" are no longer operating in isolation; rather, through a combination of technology, engineering, and investment, it is possible to transform profits from individual technologies/EPC projects into long-term operational earnings and dividend income.
