On December 2, the Weinan Ecology and Environment Bureau published a notice regarding its intended decision to approve the environmental impact assessment document for the 35,000 tons per year POR construction project; the public comment period was from December 2 to December 8. Project Overview Project Name: Industrial Demonstration Project for Polyolefin Elastomers (POR) ; Construction location: Weibei Coal Chemical Industrial Park ; Construction unit: Shaanxi Shanmei Xiechuangda New Materials Co., Ltd ; Construction type: New construction ; Construction content and scale: Construction of a production facility capable of producing 35,000 tons per year of polyolefin elastomers (POR) on a dry basis, along with associated facilities ; Total project investment: The total investment amounts to 1,319.67 million yuan, with an environmental protection investment budget of 64.35 million yuan, accounting for 4.88% of the total investment ; Land area: This project is planned to be constructed within the 525.4 mu of land acquired by Xiechuangda New Materials Company. The coordinates of the center of the factory site are 109.733105° east longitude and 34.909884° north latitude. The area occupied by the production facilities and associated infrastructure for this project is 196.354 mu, totaling 130,903 m2 ; According to the environmental impact assessment documents, the polyolefin elastomer (POR) technology uses ethylene as the main raw material along with special catalysts; it overcomes the traditional notion that polyethylene can only be used as a plastic, and for the first time creates a new type of polyethylene material with rubber-like properties. This technology has been validated through industrial tests on a scale of hundreds of tons, and a process package for demonstration projects on a scale of ten thousand tons has now been developed. The POR products manufactured using this technology have been recognized by key downstream customers as new types of materials. They can serve as a viable alternative to ethylene propylene diene monomer rubber, offering superior properties such as resistance to high-temperature aging and tearing; thus, they can be widely used in various industries including construction, metallurgy, rail transit, automotive manufacturing, and industrial production.
