This marks a significant breakthrough and large-scale application of China’s advanced capabilities in end-to-end EPCI services for offshore projects in key international energy regions, and it holds great significance for further deepening energy cooperation under the Belt and Road Initiative. The RUYA project is the largest pipeline installation project in the Middle East undertaken by Chinese companies. The first phase involved the installation of 28 submarine pipelines, with a total length of 137.88 kilometers; these pipelines come in 10 different sizes, with the largest diameter being 26 inches and the maximum wall thickness being 20.62 millimeters. The main workship, \"Ocean Oil 201\", is China’s first 3,000-meter deep-water pipeline-laying crane ship designed and built independently. Since entering the Middle East market, the ship has stood out thanks to its excellent construction capabilities, standardized site management, and high-quality workmanship. The total length of submarine pipelines laid to date exceeds 150 kilometers. Has received high recognition from property owners on multiple occasions. During the pipeline laying process, the project employed internationally advanced fully automatic GMAW (Gas Metal Arc Welding) welding techniques. In total, over 11,000 welds were completed, with a total length of more than 14,000 meters. The first-pass welding success rate reached 97.36%, and the highest pipeline-laying speed was 3 kilometers per day. It was possible to install 370 underwater structures within 48 days, setting new records for both pipeline-laying speed and the installation of underwater structures by Chinese companies in the Middle East. The first phase of pipeline laying was completed ahead of schedule, thanks to zero accidents in terms of safety and zero defects in terms of quality. The RUYA project is carried out in an area with a high density of offshore oil and gas platforms; there are over 600 underwater interference points, and the submarine pipelines form a complex network similar to a spider web, posing significant challenges to engineering design, equipment capabilities, and offshore installation. To address these issues, the project team modified the “Offshore Oil 201” vessel in advance, improving its dynamic positioning accuracy to the centimeter level. A three-tier support system comprising offshore, onshore, and domestic resources was established, creating a comprehensive support framework that covered material supply and coordination of personnel on-site. A “dynamic vessel resource pool” was developed, and pre-inspection procedures were carried out three levels before the vessel arrived at the site, thereby ensuring efficient vessel deployment and strengthening the ability to coordinate overseas vessel resources. The project also collaborated with domestic manufacturers to promote the use of domestic technologies such as “deep-sea long-lasting anti-corrosion coatings,” enabling many domestic material suppliers and shipbuilding companies to enter the high-end oil and gas market in the Middle East, achieving full localization of the entire process from design to materials, equipment, and construction
