In January 2026, the Xinjiang Department of Ecology and Environment issued a public notice regarding its approval of the environmental impact assessment report for Xinjiang Haoyuan Chemical Co., Ltd.’s project to adjust its production structure for ethanol production from syngas, with an annual production capacity of 600,000 tons. The production of ethanol from 600,000 tons of syngas represents the cancellation of the second phase of Xinjiang Haoyuan Chemical’s low-carbon integrated project aimed at clean utilization of resources through photoelectric hydrogen production, with that phase being replaced by the production of 600,000 tons of ethanol. The ethanol project includes gasification units as well as devices for the purification and separation of CO and H2; an 800,000-ton/year acetic acid production unit (an intermediate product); a 1.2 million-ton/year ethyl acetate production unit (an intermediate product); and a 1.2 million-ton/year ethanol production unit – of which 600,000 tons per year of ethanol is sold after dehydration, while the remaining ethanol is fed into the ethyl acetate production unit. When the downstream ethanol market is sluggish, the acetic acid and ethyl acetate produced by this project are sold as products. The project is scheduled to begin construction in November 2025 and go into operation in October 2027. The project investment is 3,643.05 million yuan.
