The 25th National \"Safety Production Month\" in 2026: Everyone should talk about safety and know how to handle emergencies; risks and hazards need to be identified and addressed. -------------------------------------------------- Recently, Zhejiang Province issued the \"Implementation Opinions on the Transformation and Upgrading of the Petrochemical Industry (2026–2028)\\", aiming to achieve steady growth in the industry’s scale by 2028, raise the proportion of fine chemicals to 65%, and reduce energy consumption per unit of industrial output value as well as carbon emission intensity by 6% and 12% respectively compared to 2025. 　　As a major province in the petrochemical industry, Zhejiang has established a complete industrial chain that covers oil refining, basic chemical materials, fine chemicals, and new chemical materials. It possesses regional competitive advantages in terms of industrial scale, corporate vitality, and port-related resources. However, the structural issue of an industry that is large but not strong, and comprehensive but not high-quality, still exists. To this end, the Guidelines specify four key actions: optimizing the industrial structure, strengthening innovation-driven development, deepening technological transformation, and improving the quality of park development. 　　Zhejiang Province adheres to a strategy of maintaining key sectors while curbing others, continuously optimizing its industrial structure. Guide refining enterprises to advance \"oil conversion\" in an orderly manner, and accelerate the development and application of technological processes such as the direct conversion of crude oil into chemicals. Promote the diversification of olefin feedstocks, and encourage enterprises to adopt technology routes for producing olefins from light hydrocarbons, condensate oil, methanol, and other materials. Promote the improvement and upgrading of fine chemicals such as pesticides, coatings, dyes (pigments), and key intermediates toward customization, functionality, and specialization. Focus on developing new chemical materials such as specialty engineering plastics, high-performance fibers and composites, specialty synthetic rubbers, electronic chemicals, and high-end polyurethanes, in order to enhance the capacity for high-end product supply. It supports key enterprises in enhancing their competitiveness through mergers and acquisitions, restructuring, and capital market financing, with the aim of fostering a group of high-growth enterprises with international influence. Leading enterprises are encouraged to cooperate with international chemical giants to jointly establish specialized industrial parks. Strengthen the coordinated management of resources such as land designated for the chemical industry and energy consumption targets, to accelerate the implementation of high-quality projects. Strengthen the management of energy and carbon in projects, and strictly control the新增 capacity for basic chemical raw materials. 　　The Guidelines set specific targets: by 2028, efforts will be made to reduce the yield of refined oil products in key refining enterprises by 5 percentage points, with the output value of new chemical materials growing at an annual rate of over 8% ； A total of **30 new ‘specialized, sophisticated, unique, and innovative’ small giant enterprises** and 6 manufacturing industry champion enterprises have been added ； Add over 100 high-quality projects with an investment of over 100 million yuan each ； The province’s crude oil processing capacity remains stable at 90 million tons per year, with efforts to raise the utilization rate of key products to around 90%. 　　Zhejiang will strengthen innovation-driven development to create new competitive advantages for the petrochemical industry. More than 20 key pilot projects are carried out each year, along with around 5 projects focused on collaborative innovation within the industrial chain. By 2028, 30 new innovation platforms at or above the provincial level will be established, with the goal of ensuring that all large-scale fine chemical enterprises have research and development institutions ； Strive to add more than 10 new **-level major special projects ； More than 60 new materials for the first time in the industry have been introduced, and the output value ratio of new products in the industry has risen to 48%. 　　Zhejiang will also deepen technological upgrades to improve the quality and efficiency of development in the petrochemical industry. By 2028, 20 new smart factories and 5 future factories will be established ； The proportion of production capacity meeting the energy efficiency benchmark levels in key sectors has risen to over 80%. At the same time, Zhejiang will work to improve the performance of inefficient enterprises, focusing on those rated as Category C or D in terms of productivity per mu, as well as those that have been losing money for a long time. Through measures such as renovation and upgrading, mergers and reorganizations, optimization of available resources, relocation to industrial parks, and closure of unprofitable operations, efforts will be made to implement tailored improvement strategies for each enterprise in accordance with relevant laws and regulations. Conduct in-depth analysis and profiling of enterprises that have been rated as Category D for two consecutive years or have suffered long-term losses, and implement dynamic monitoring and follow-up guidance. For enterprises with serious safety hazards that cannot be rectified as required, disposal plans shall be implemented in accordance with laws and regulations. 　　Chemical industrial parks have become the “main battleground” for the high-quality development of the petrochemical and chemical industries. Zhejiang Province will optimize the overall layout of these parks and strictly regulate any expansions thereof. The “Opinions” stipulate that, using the number of chemical industrial parks in 2024 as a baseline, no new chemical industrial parks shall be established in principle. Strictly limit the number of zones within each chemical industrial park. Encourage parks with an output value of less than 10 billion yuan to develop in a concentrated and contiguous manner, and facilitate the orderly withdrawal of zones with an output value of less than 500 million yuan. The expansion of the park must meet the requirement of ranking within the top 50% in the province in terms of competitiveness evaluation in the previous year. Priority shall be given to supporting the expansion of parks that boast leading competitiveness and levels of intelligence, a high concentration of chemical enterprises, and where newly launched projects play a significant role in extending and complementing the industrial chain. 　　Zhejiang Province will enhance the development level of its chemical industrial parks. The Guidelines propose to accelerate the development of the core areas and collaborative zones within green petrochemical industry clusters, and to support Ningbo and Zhoushan in building high-standard green petrochemical bases. By 2026, achieve full coverage of chemical industrial parks with a low safety risk level (Grade D) ； By 2027, achieve full coverage of centralized treatment facilities for wastewater from specialized chemical production ； By 2028, the goal is to have 12 parks at the first-tier competitiveness level.
