On June 24th, the Nanping Ecology and Environment Bureau issued a announcement regarding the administrative decision on the environmental impact assessment for the expansion project of Shaowu Yonghe Jintang New Materials Co., Ltd., which involves an annual production capacity of 44kt of difluorochloromethane and 10kt of products from incineration processes, as well as upgrades to the fluoropolymer production facilities. Details regarding the project are as follows: Project name: Shaowu Yonghe’s expansion of its 44 kt/year dichlorofluoromethane production facility and 10 kt/year incineration unit, along with technological upgrades for fluoropolymers ； Construction unit: Shaowu Yonghe Jintang New Materials Co., Ltd ； Construction location: Jintang Industrial Park, Shaowu City. Project type: Renovation and expansion ； Investment amount: 110.69 million yuan ； Construction details: In terms of technical upgrades, flexible modifications will be carried out within the existing PVDF facility to produce 1,000 tons per year each of the copolymer of tetrafluoroethylene-hexafluoropropylene-perfluoroethylene (THV) and the ethylene-tetrafluoroethylene copolymer (ETFE). Following these upgrades, THV, ETFE, and PVDF will be produced in a flexible manner, with the total production capacity remaining at 10,000 tons per year. In terms of expansion, within the existing F22/R32 facility, necessary equipment and facilities for the production of chlorodifluoromethane (F22) will be installed. An independent production line with a capacity of 44,000 tons per year for chlorodifluoromethane (F22) will also be constructed (for internal use only, not for external sale). Upon completion of these modifications and expansions, the F22/R32 facility will consist of two separate production lines—one for F22 and one for R32. The annual production capacity will be 44,000 tons for chlorodifluoromethane (F22) and 40,000 tons for difluoromethane (R32). In terms of infrastructure, a new 10kt/a incineration production line will be built in the existing incineration area; the current hazardous waste storage facility will be converted into a Class A warehouse, and a new hazardous waste storage facility will be constructed. Additionally, ethylene storage tanks will be added to the VDF tank area.
