Identify and rectify potential risks and hazards. -------------------------------------------------- I. Basic Overview of the Project 1. Project Owner and Location The project owner is Yunnan Yuntianhua Polyphosphorus New Materials Co., Ltd., a subsidiary of the Yuntianhua Group. The site is located in the Baixiangba Chemical Industrial Park within the Zhenxiong Industrial Park in Zhaotong City. This project serves as the top-priority major industrial project under the 15th Five-Year Plan for both Yunnan Province and Zhaotong City, and it is also the core component of Zhenxiong’s multi-billion-yuan phosphorus-based new materials industrial cluster. - Resource base: The Zhenxiong Sheep Farm–Mangbu phosphate deposit is the largest single phosphate-rich deposit in Asia, with an average grade of 22.54%~23%, which is significantly higher than the national average ; Locally available coal resources complement each other, providing inherent conditions for the coupling of phosphorus and coal. - Land area: The total area of the site for the phase 1 infrastructure works is 1,819.5 mu ; The overall planning of the park features an integrated layout comprising mines, chemical production areas, and a phosphogypsum recycling stockpile. - Total investment and production capacity: The total investment for Phase I amounts to 8.169 billion yuan. A phosphate ore mining and processing production line with an annual capacity of 10 million tons will be constructed as part of this phase. This will facilitate the establishment of a coupled processing system integrating phosphate ore and coal. The focus will be on developing products such as phosphorus-based new materials, fine phosphorus chemicals, raw materials for new energy applications involving phosphoric acid, and the comprehensive utilization of fluorine resources. This initiative aims to complete the entire industrial chain, spanning from mining and ore processing to chemical deep processing and solid waste recycling. - Construction period: The planned duration for the first phase of infrastructure work is 450 days ; The entire Phase I industrial facility is expected to be completed and put into operation by the end of 2029. - Capital structure: 30% of the project funds are raised by the enterprise itself, while 70% comes from bank loans; it is a major industrial project led by state-owned assets. 2. Core process positioning (phosphorus-coal coupling): This approach breaks away from the traditional single-model phosphorus chemical industry. Leveraging the locally available co-existing phosphorus and coal resources, it enables the synergistic utilization of these two minerals: coal serves as an energy source and raw material for synthesis, while high-grade phosphate ores are used to produce high-purity phosphoric acid, electronic-grade phosphides, phosphates for new energy batteries, slow-release phosphate fertilizers, and by-products of fluorine chemical processing ; Concurrently, resources from phosphogypsum, coal gangue, and slag—industrial solid wastes—are recycled and utilized to establish a low-carbon, circular, and green chemical industry system. II. Overview of the entire bidding process for the projectThe project involved multiple rounds of public bidding for surveying and design, site leveling construction, supervision, inspection, and specialized ancillary works. All bidding information was published on the Yunnan Provincial Public Resources Trading Platform. The key milestones are as follows:
1. Bidding for basic surveying and design (January 2026)
On January 28, a public tender for surveying and design was issued. This included conducting geological surveys for 1,819.5 mu of land, as well as preparing general layout plans and construction drawings for the foundational works. The announcement of the winning bidder was made in late February. 2. Tender for foundation site leveling works (to commence in April 2026) – The tender announcement will be issued on April 28; the scope of the work includes site clearing, earthwork excavation and backfilling, slope stabilization, drainage systems in the park, foundation treatment, and the reconstruction of temporary roads, covering all aspects of site leveling ; - On June 29, the final winning bid results will be officially announced. - Winning bidder: Yunnan Construction Investment Holding Group Co., Ltd. 3. Special tendering for supporting supervision and testing services (May–June 2026) – On May 22, a tender was issued for supervision services related to civil works; concurrently, a tender was launched for quality testing services for construction works ; - Starting from June, tender processes for related projects such as 35kV power supply infrastructure, dedicated railway lines, EPC services for mining operations, and temporary water supply systems will be carried out sequentially. Meanwhile, preparations for the tendering process regarding the 41.79 km long dedicated railway line for Zhenxiong phosphate coal (with a total investment of 5.415 billion yuan) are also underway. III. Current progress of construction work 1. Preliminary land acquisition and surface clearing phase: Within the 1,819.5 mu of land in the park that is to be leveled, 1,500 mu have had their 30 cm thick surface layer cleared; the remaining 319.5 mu is part of the scope of work for the contractor who won the bid ; The work of land acquisition, demolition, and approval for land use has been advanced efficiently. Approval for 1,500 mu of construction land was obtained in just six months, setting a record for the processing time of land use permits for major industrial projects in Yunnan. 2. Foundation site leveling construction phase (official commencement at the end of June 2026): On June 29, Yunnan Construction Investment was appointed as the general contractor for site leveling, with a construction period of 450 days. The main tasks include balanced excavation and backfilling of soil and rock across the entire area, reinforcement and protection of steep slopes, construction of flood control and drainage systems, treatment of weak foundations through replacement, and development of temporary road networks for construction purposes ; Upon completion, a standardized and leveled site will be delivered to facilitate the construction of subsequent main production buildings, plant areas, and storage areas. 3. Concurrent construction of supporting facilities – Water supply: The temporary water supply project in the park will be capable of providing water by late June 2026, ensuring an adequate water supply for large-scale civil construction ; - Energy: Synchronous planning and construction of 220kV substations and gas pipelines ; - Logistics: Preparatory work for the construction of the dedicated railway line for phosphorus coal in Zhenxiong has begun simultaneously; once completed, it will significantly reduce the transportation costs of phosphorus coal raw materials ; - Mine side: Alongside the 10-million-ton/year phosphate mining project at the Bowl Plant, analyses on the stability of underground mining areas are being conducted, and the bidding and construction for the 35kV power supply project have also begun, thereby achieving the synchronized development of mining and processing operations. 4. The overall construction timeline is currently in the critical phase of site leveling for the park ; After the site grading is completed, construction of the main production facilities, warehousing, and environmental protection-related civil works will commence ; The entire Phase I phosphorus-coal coupled chemical plant is scheduled to be put into operation by the end of 2029. IV. Major Significance of the Project (1) Resource Strategy Aspect: Ensuring the security of the **phosphorus industry chain. Phosphorus is a **strategic mineral, and its availability is crucial for the security of supply chains related to food and fertilizers, as well as those in the fields of new energy batteries and semiconductor materials. The project leverages Zhenxiong’s top-tier domestic phosphate ore resources; through the integrated development of phosphorus and coal, it significantly enhances China’s self-sufficiency in high-purity phosphorus and electronic-grade phosphides, thereby reducing reliance on imported raw materials for high-end phosphorus chemical industries ; Scale up the extraction of high-grade phosphate rocks, optimize the national supply structure of phosphate resources, and strengthen the foundation for food security and the raw materials needed for the new energy industry. (II) At the level of industrial upgrading: Establish a green phosphorus chemical industry cluster worth hundreds of billions in value in the southwest. 1. Change Zhaotong’s traditional model of extensive mining of mineral resources, and create a complete closed-loop industrial chain that includes phosphorus, coal, fluorine, new energy materials, and waste recycling. Eliminate low-value, basic processing methods, and focus on high-value new materials such as phosphate used in batteries, electronic phosphorus chemicals, and advanced slow-release phosphatic fertilizers, thereby facilitating the transformation of Yunnan’s phosphorus chemical industry from producing basic fertilizers to manufacturing advanced new materials ; 2. As the core industrial engine for Yunnan Province during the 15th Five-Year Plan period, it is planned that by the end of this period, the cluster will have received 50 billion yuan in investments, generate an annual output value of 30 billion yuan, and contribute 2.6 billion yuan in annual tax revenue ; “By the end of the 16th Five-Year Plan period, the total investment is expected to exceed 110 billion yuan, with annual output value reaching over 100 billion yuan, with the goal of establishing a **-level advanced manufacturing cluster for green phosphorus chemicals. (III) Regional economic aspect: Driving leapfrog development in northeastern Yunnan
1. Zhenxiong is a major labor-exporting county. Throughout the project’s lifecycle, it has facilitated employment for tens of thousands of local residents in their own vicinity, fostering local workforces in industries such as mining, construction, chemical plant operation and maintenance, and logistics support. This has enabled a transition from “labor export” to “local industrial development for the benefit of the people.” ; 2. Improve the industrial structure of Zhenxiong, fill the gap in high-end fine chemicals in Zhaotong, and collaborate with neighboring regions in Sichuan and Guizhou to form a coordinated economic zone for the phosphorus and coal industries. This will create an industrial growth pole at the junction of Yunnan, Sichuan, and Guizhou, thereby accelerating regional urbanization ; 3. Major infrastructure such as railways, power supply, water supply, and park roads will be developed simultaneously, thereby significantly improving Xianxiong’s modern industrial support systems and driving sustained growth in the local finance, commerce, and service sectors over the long term. (IV) Green and low-carbon aspect: Projects adopting a circular economy development model primarily use a phosphorus-coal combined energy-saving technology, replacing imported energy with local coal in order to reduce carbon emissions ; Integrated production lines for the comprehensive utilization of phosphogypsum, coal gangue, and chemical waste are implemented to achieve nearly zero landfilling of solid waste ; The entire process is equipped with systems for wastewater treatment, exhaust gas recovery, and waste heat power generation. Ecological restoration of mines and ultra-low emission standards for industrial parks are implemented, thereby creating an integrated green and low-carbon system that combines mineral exploitation, chemical production, and the recycling of solid waste – serving as a model for the green transformation of resource-rich areas in the southwest. (V) Demonstrative significance for enterprises and the industry: As a leading player in China’s phosphorus chemical industry, Yuntianhua has established, through the Baxiangba project, a new industrial paradigm for the integrated utilization of phosphorus and coal resources, providing a replicable model for the comprehensive development of resources in areas where phosphorus and coal occur together in China ; Yunnan Construction Investment, a state-owned enterprise under the provincial government, is actively involved in infrastructure projects. It strengthens strategic partnerships between local state-owned enterprises and industry leaders, thereby promoting the simultaneous development of local construction, surveying and design, and testing-related industries, and enhancing the province’s capacity for self-sufficiency in industrial infrastructure supply chains.
