How long is the service life of flue dampers? Do people usually repair them or replace them?

It depends; the flue dampers usually ensure at least two cycles. As for the body, open it up for inspection; in my opinion, the part that is most likely to fail is the actuator. We replaced our flue dampers every 5 years
The flue damper usually remains stationary, but when it’s needed, it must be opened or closed. Unfortunately, the valve mechanism got stuck and could neither be closed nor opened. Later, a reverse airflow system was added, and it improved a lot.
