In enterprises and factories, how are full-time safety managers assigned? Is it determined based on the number of employees, the size of the enterprise, the fire risk level, or the conditions of the factory premises? Are there any standard regulations?
There are standards. Assign security personnel at 15% of the total number of people. I remember it to be like this; I don’t know where the specific standards are!

Strengthening the development of work safety management institutions. Enterprises shall establish a work safety management organization or assign full-time work safety management personnel. The safety production management organization should have relatively independent functions. Full-time safety management personnel should account for no less than 2% of the total number of employees in the enterprise (enterprises with fewer than 50 employees must have at least one such employee). They must possess a secondary education degree or higher in a field related to chemistry or safety management, have at least 2 years of experience in work related to chemical production, and hold a qualification certificate for safety management personnel
