The oil discharge pressure in the cylinder of the diaphragm compressor is too high – what could be the cause?

After startup, the left cylinder is operating normally (3–4 MPa), while no matter how the pressure gauge is adjusted, the needle on the right cylinder shows the maximum value (6 MPa). The pressure regulating valve and check valve were replaced, but it’s still the same. Seeking advice
The plunger pump is not working properly and needs to be disassembled and cleaned.
