A question about qualifications

There is a problem; please help me figure it out. In 2013, a chemical plant without design qualifications applied to take the basic chemical engineering course. I failed the exam. Registered through the design institute in 2014. Old candidates from Liaoning do not need to go through verification in the second year; therefore, they only need to register online, with no verification required. But the foundation was passed. There were no exams in 2015. In 2016, I wanted to register for the professional exam through a design institute. I’m not sure if registering through a chemical plant in 2013 had any impact on the selection of the major Will it have any impact on getting the license and registration in the future?
I remember that when applying for a specific major, one has to submit the application materials again; it shouldn’t have any impact.
