How to interpret Pmax in the calculation of internal pressure in the new storage tank design standards

In the new version of the tank design standards, Pmax in the internal pressure calculation is less than the design pressure. However, the lifting force under design pressure is not greater than the weight of the tank wall and roof, so no anchoring is required. Does the design pressure still need to be less than Pmax?
