It is the earliest professional institution in China to engage in quality supervision and inspection of equipment used in the fertilizer, chemical, and petrochemical industries, and it operates as a third-party certified technical inspection agency. The Quality Supervision and Inspection Center for Chemical Industry Equipment was originally named the Chemical Equipment Monitoring Center of the Ministry of Chemical Industry, and it is administratively under the Tianhua Research and Design Institute for Chemical Machinery and Automation. In 2000, it passed the evaluation by the China Laboratory Accreditation Committee, and in the same year it joined the Sinopec Equipment Supervision Center (abbreviated as Nanjing Station). In October 2004, Nanjing Sankuang Chemical Equipment Supervision Co., Ltd. was established on the basis of the Quality Supervision and Inspection Center for Chemical Industry Equipment, and it passed the grade-A qualification assessment for equipment supervision units in November 2005. In 1982, the center took on the role of conducting third-party supervision and inspection for four key pieces of equipment in China’s first urea production plants with annual capacities of 520,000 tons and 480,000 tons each: the urea synthesis tower, the carbon dioxide stripping tower, the high-pressure condenser, and the high-pressure scrubber, as well as the medium- and low-pressure equipment. This work contributed to the localization of large-scale urea production equipment, and the center was awarded a prize for scientific and technological progress by the former Ministry of Chemical Industry.

It possesses the qualifications issued by the General Administration of Quality Supervision, Inspection and Quarantine for regular inspections of pressure vessels of categories I, II, and III, regular inspections of industrial pressure pipelines, and regular inspections of spherical tanks. Qualified in radiographic testing (RT), ultrasonic testing (UT), magnetic particle testing (MT), penetrant testing (PT), and eddy current testing (ET).
The Shandong Province Special Equipment Inspection and Research Institute was established in August 1978. It is a fair third-party public welfare research institution directly under the Shandong Provincial Quality and Technical Supervision Bureau, responsible for the mandatory inspection of special equipment such as boilers, pressure vessels, pressure pipelines, elevators, lifting machinery, amusement facilities, passenger cableways, and industrial vehicles. It possesses **recognized qualifications for conducting mandatory inspections of special equipment, is listed as a judicial appraisal unit for special equipment by the Shandong Provincial High People’s Court, and serves as the authoritative inspection agency in the special equipment industry of Shandong Province. In July 2007, the Shandong Provincial Quality and Technical Supervision Bureau ordered the integration of special inspection agencies across the province, and this integration was completed successfully by the end of 2007. In accordance with Document Lu Bian Ban [2007] No. 77, the 55 existing inspection agencies for boilers, pressure vessels, and special equipment in the 15 prefectures across the province, with the exception of Jinan and Qingdao, were abolished, and 15 new branches were established, including the Zibo Branch of the Shandong Provincial Special Equipment Inspection Institute. Business scope: Responsible for the inspection and research of multi-layer wrapped pressure vessels, safety assessments, and related market development efforts. Notable achievements: By applying advanced inspection methods tailored to the specific defects associated with multi-layer wrapped urea synthesis towers, 620 such towers have been inspected; numerous safety hazards were identified and eliminated through these inspections, resulting in the accumulation of extensive experience in testing as well as data on failure cases. Its business scope covers more than 50 chemical enterprises in over a dozen provinces and cities, including Shanxi, Henan, Ningxia, Shaanxi, Yunnan, Guizhou, and others. Testing equipment includes urea synthesis towers, ammonia synthesis towers, oil-water separators, copper melt washing towers, high-pressure natural gas storage tanks, high-pressure accumulators, and various types of high-pressure complex structured containers such as those with multi-layer wrapping, overall wrapping, and tape-wrapping methods. Inspections revealed a large number of serious defects, and more than 10 urea synthesis towers were scrapped due to the severity of the defects and the lack of value in repairing them. An integrated full-process inspection system has been established, covering manufacturing inspection and supervision, installation inspection and supervision, regular inspections, comprehensive inspections, and life expectancy assessment for multi-layer wrapping equipment.
