Static electricity grounding issues for ion-exchange membrane caustic storage tanks and pipelines

Three years ago, an ion-exchange membrane caustic storage tank was built. The equipment was given static grounding, but the pipes, valves, and flanges were not. The pipes are not very long; each pipe is no more than 50 meters from its starting point to its ending point. Is there any safety issue with this setup? Is it compliant with the standards? The ionic alkaline solution is a conductor itself; is it necessary to add static grounding for the pipes?
Is ionic alkaline solution a flammable and explosive substance? Is it in an explosive environment? If not, then there is no need for wiring across

You understand that alkali solutions are good conductive fluids; they are neither flammable nor explosive, so no wiring connections are necessary. Static grounding is considered to address the risks of combustion and explosion caused by static electricity.
