The ASME B16.5 standard does not specify tolerances for the outer diameter of flanges; generally, they can be manufactured to Class 14 tolerances. However, certain manufacturing processes need to be taken into consideration. For example, if you use the outer diameter of the flange as a reference for drilling the flange holes, you need to control that outer diameter, otherwise the holes will be eccentric.
