Who should provide the orientation diagram of the pipe openings on a pressure vessel?

If it is a layout diagram of the pipe installation ports, it should be determined by the design institute based on the equipment drawings returned by the supplier.
It’s the location of the pipe openings on the equipment; I’ve provided the design institute with the equipment specifications diagram, but they still want a diagram showing the positions of those pipe openings. . . . . I’m a bit confused about this. Shouldn’t the design institute determine the pipe connection locations on the equipment drawings based on the design piping diagrams?
The orientation of the equipment’s outlets is determined by the process piping specialists. As for the relationship between them and the owner, it depends on the level of involvement of the owner; in most cases, the owner is not very involved, especially in the case of new installations. For plant modifications, it is normal for the process piping specialists to negotiate with the owner.
The client provides the relevant equipment condition diagrams, requesting the design institute to draw them on the blueprints.
The piping department of the design institute requests additional funding for the equipment department
The orientation diagram of the pressure vessel’s nozzles should be provided to the design department by the party responsible for preparing the equipment specification sheet.
