Fire hazard of starch

As stated in the title, I urgently need to know whether the fire hazard classification of starch is Class C or Class B. The starch processing plant has all the starch stored within equipment, with no open areas
I think starch falls into at least Category B; after all, there have been many explosions in flour mills
According to building codes, the storage of starch is classified as Category C, while the factory building used for its handling should be classified as Category B.
