Why are oil tanks considered pressure vessels even though they are at atmospheric pressure?

As the title suggests, I would like to ask whether a standard oil tank can have two holes drilled in it and flanges installed before it leaves the factory
The oil tank is at atmospheric pressure; it cannot be a pressure vessel, and thus does not comply with the regulations for pressure vessels.
It’s not a pressure vessel; if it were a pressure vessel, it would be designed as a spherical tank
