The standard structure and development of standards in our country: The current standard framework in our country consists of five levels: international standards, **national standards, industry standards, local standards, and enterprise standards. Among them, **standard and industry standards are further divided into mandatory and recommended categories. For matters related to **safety, hygiene, health, environmental protection, and anti-fraud, mandatory standards can be established; otherwise, only advisory standards can be applied for. And **standard, industry standard, local standard, and enterprise standard have decreasing validity in order. The Law of the People’s Republic of China on Standardization and the Regulations for the Implementation of the Law on Standardization specify the entities responsible for formulating standards at various levels as well as the procedures to be followed. **The **Standardization Committee** under the General Administration of Quality Supervision, Inspection and Quarantine is the only legitimate official body responsible for formulating standards. According to the \"Stages and Codes for Standard Development Procedures\" (GB/T16733—1997), the standard development process in China is divided into several stages, namely the preliminary stage, project initiation stage, drafting stage, feedback collection stage, review stage, publication stage, re-review stage, and abolition stage. At present, the formulation of industry standards is managed by the **Commission for Development and Reform. **The National Development and Reform Commission entrusts relevant industry associations (federations) and entities designated for formulating industry standards to manage tasks such as drafting, technical review, numbering, submission for approval, filing, and publication during the standard-setting process.
