DN100 titanium tube jacket heating?

As the title suggests, heating for a DN100 titanium tube jacket? The material is calcium chloride at 70% concentration; the titanium pipes running from the evaporator to the tabletting machine need to have jacketing, and welding poses a problem. . .
Full jacket? It shouldn’t be a big problem, right?
The inner tube is made of titanium, the outer tube is made of carbon steel; it has a full jacket. How should the flanges be welded?

It is usually tapered at the proximal end, and welding different materials is not a difficult task either; just choose the right welding material
