Must a nitrogen compressor be able to be placed outdoors?

There is an oxygen compressor that is now being used to transport nitrogen. Can it be placed outdoors? The compressor was originally located inside a factory building and needs to be moved; is it necessary to build a new factory building for it? Are there any regulatory requirements?
There used to be a factory building; perhaps its design didn’t take waterproofing or protection from sunlight into account. It’s recommended to build one instead.
