Issues with oil and gas recovery devices for exhaust gases in tank areas

Are there currently no strict regulations requiring oil and vapor recovery systems to be installed in tank farm vent gases from naphtha, MTBE, etc.? I know that loading and unloading stations are needed!
Section 5.2.3 of GB31571 stipulates that for volatile organic liquid storage tanks with a designed capacity of 75 m3 or more, which have a true vapor pressure of 27.6 KPa or higher but less than 27.6 KPa and are equipped with fixed roofs, a sealed exhaust system must be installed to connect to the organic waste gas recovery and treatment device. Are there any other regulations as well?
