All procurement agreements under the Yulin Energy Chemicals filling and improvement project framework have been finalized

As of November 15, all 24 framework procurement agreements for the completion and rectification works of Yueneng Chemical’s Phase 1 project had been finalized, and they were issued to the EPC contractor. The 24 framework procurement agreement projects for the filling and improvement works were established in line with the strategic objectives of ensuring equipment quality, standardizing equipment brands, and reducing procurement costs. They were developed through preliminary research by various parties, numerous discussions among leaders and experts, as well as consideration of the company’s actual needs. To meet the project construction timeline requirements, with the full support of the Group’s Tendering Center and Materials Group, and under the leadership of the company’s deputy general manager in charge, relevant departments such as the Power Equipment Department, Electrical and Instrumentation Center, Tendering Office, Enterprise Management Department, Finance Department, and the Project Completion Command worked together intensively. The Materials Procurement Department worked overtime to complete a series of tasks, including the preparation of tender documents for framework procurement projects, conducting online tenders and opening bids, as well as signing technical agreements and framework agreements. Additionally, measures such as a weekly rolling tracking plan for framework agreements, round-the-clock monitoring of key milestones, and timely coordination were implemented to ensure that the framework procurement agreements were finalized ahead of the deadlines set by the company. The signing of the 24 framework procurement agreements represents an important milestone in completing the project procurement process; the successful completion of this task signifies that the framework procurement process has entered the stage where the EPC contractor will implement the agreements. In subsequent work, the Materials Procurement Department will closely monitor the progress of issuing the framework agreement to the EPC contractors, ensuring that the framework procurement process is carried out safely, efficiently, and to high standards in accordance with the company’s established timelines, thereby contributing to the completion of the project and its commissioning by 2020.
