What is the design pressure of a differential pressure flow transmitter?

The design pressure for main steam flow compensation in the boiler is 9.8 or 10.3? This is not clearly specified in the calculation documents. Is it the operating pressure or the maximum pressure?
The operating pressure range is 9.8–10.3; the design pressure is higher than the operating pressure, at least 12.36
It is easy to understand that the operating pressure range is 9.8–10.3, referring to the pressure at the site; during design, this value must be higher than the actual pressure at the site.
In temperature and pressure compensation, the design temperature and pressure need to be entered; it seems these aren’t the same thing
