With the development of energy exploration and the construction of energy and petrochemical industrial bases, Yulin has become an economically strong city in Shaanxi Province, as well as an important city in the region rich in energy and chemicals. In line with the requirements set by the Shaanxi Provincial Party Committee and the provincial people’s government regarding the vigorous development of hub economy, portal economy, and mobile economy, Yulin has embarked on a new journey in energy development. On December 9, 2019, Shaanxi Province and the Chinese Academy of Sciences signed a strategic agreement to jointly establish an innovation demonstration zone for the energy revolution in Yulin. Yulin is at the forefront of taking on **missions and serving** strategic goals. The rise of the coal city contributes to driving development. As a key energy hub in China, Yulin has 48 types of mineral resources across 8 categories; it is rich in coal, oil, gas, and salt resources, offering a combination of conditions that are rare both domestically and internationally. In 1984, the major development of energy in Yulin officially began. In July 1998, the former **Planning Commission approved the \"Report on the Plan for the Development of the Yulin Energy and Heavy Chemical Industry Base in Shaanxi Province,\" and thus the Yulin Energy and Heavy Chemical Industry Base embarked on a remarkable historical journey. Over the past 20-plus years, during the process of developing the western region and building energy and chemical industries, Yulin has adhered to the \"three transformations\" (transforming coal into electricity, transforming coal-based electricity into industrial products that require energy, and transforming coal, oil, gas, and salt into chemical products). It has established an industrial system based on the exploitation of coal, oil, gas, and salt, with electricity and chemicals playing a key role in this system. As a result, Yulin has become an **important base for coal production, coal-fired power generation, chlor-alkali production, coal chemical manufacturing, as well as the production of magnesium metal and semi-coke. In 2018, Yulin’s production of raw coal, crude oil, and natural gas accounted for 12.3%, 5.5%, and 10.5% of the national total respectively. The city’s total installed power capacity reached 28.75 million kilowatts. It serves as an important source for China’s programs of transporting coal from the west to the east, natural gas from the west to the east, and electricity from the west to the east. Yulin has thus become an important city in terms of mineral resource production, contributing to the development of the region. Industrial upgrading toward high-quality development: For years, the extensive approach to energy extraction has led to a continuous decline in the groundwater level and air quality in Yulin. On June 13, 2014, **** put forward major strategies such as promoting a revolution in energy consumption, energy supply, energy technology, and the energy system, as well as strengthening international cooperation in all aspects, thereby outlining the direction for reforms aimed at achieving high-quality development in the energy sector. In 2016, Shaanxi Province set the goal of turning northern Shaanxi into a world-class high-end energy and chemical industry hub. Yulin strives to seize favorable opportunities in all areas, takes the initiative to assume market and technical risks, accelerates the development of a world-class high-end energy and chemical industry base, and makes every effort to promote transformation, upgrading, and high-quality development. Today, Yulin has established a circular production process that ensures seamless connectivity from mining areas to industrial parks and then to enterprises, forming a complete industrial chain that covers extraction, transformation, as well as the comprehensive utilization of exhaust gases and waste residues. As a result, it has become a region with significant advantages in the development of the coal chemical industry. Through technological innovation, Yulin is creating a \"testing ground\" for an energy technology revolution. Aiming to build a world-class high-end energy and chemical industry hub, it has accelerated its efforts in exploration and implementation. On June 17, 2019, Shaanxi Province and the Chinese Academy of Sciences held a symposium in Xi’an, and the two sides reached an agreement to establish a demonstration zone for energy technology revolution in Yulin. On December 9, the People’s Government of Shaanxi Province and the Chinese Academy of Sciences signed a strategic cooperation agreement in Beijing to jointly create a Yulin-level innovation demonstration zone for the energy revolution. Within the demonstration area, through breakthroughs in transformative key technologies and related demonstrations, the demonstration and transformation of a range of scientific and technological achievements are accelerated. This facilitates the clean and integrated use of various types of energy, enabling the development of an energy system that is clean, low-carbon, safe, and efficient while incorporating multiple energy sources. It serves as a model for the energy technology revolution and provides important support for energy development strategies. Next, Yulin City will work together with the Institute of Clean Energy Innovation of the Chinese Academy of Sciences to focus on establishing a Yulin-level innovation demonstration zone for the energy revolution. Together, they will build an industrialization demonstration base centered around large-scale integrated demonstration sites for the integration of multiple energy sources, a scientific research and innovation base led by the Yulin branch of the Institute of Clean Energy Innovation, and a base for integrating science, education, and research based on the Yulin branch of the School of Energy at the University of Chinese Academy of Sciences. Establish an innovative development model for clean energy that integrates technology research and development, pilot testing, and industrialization.
