Relationship between operating pressure and design pressure

Gentlemen, is there any relationship between operating pressure and design pressure and temperature? Does that mean that for pipes operating at high and low temperatures, the design pressure should be 1.5 times the operating pressure?
The operating pressure should be the maximum pressure that can be reached during normal use, while the design pressure is the pressure value with a safety factor to accommodate this pressure.
The operating pressure must not exceed the design pressure, and temperature correction must also be applied.
The design pressure shall be taken as the value under the most severe operating conditions in combination with temperature
