Dear everyone, in accordance with the requirements of the newly implemented SH/T3184-2017 \"Design Code for Automation Systems in Petrochemical Tank Farms\": 8.3.3.1 Operations such as oil reception, dispatch, storage, and tank transfer during tank farm operations shall be carried out through an automated oil transfer system; commercial software can be used for this purpose. The transfer process must be monitored and controlled by automated instruments, and operations should be conducted through the control system. The transfer routes should be designed to support automation, and manual handling should be avoided. Following the implementation of this standard, other provisions have also adopted measures to enhance safety features based on the requirements of existing control standards. However, the statement that “this should be achieved through an automated oil transportation system” directly overturns the existing staffing arrangements and operating practices in the field operations departments of various manufacturing enterprises. I’m posting this to seek the opinions of experts from various fields; please discuss how your companies consider and implement these matters.
First of all, this is a recommendation standard that does not need to be enforced. Secondly, new enterprises can opt to use it if they meet the conditions; otherwise, they can continue to rely on manual labor. Old companies can be ignored. Only for those involving two key points and one major issue, set up automatic control as required
