Problems with boiler steel platforms and steel ladders

Are the boiler steel platforms and steel ladders fabricated on-site or designed by the manufacturer? The drawings do not specify which atlas to use; how can the position and construction method of the railing be determined?
Are there any design codes in China that specify requirements regarding the level of detail required for drawings of steel platforms and railings?

GB/T22395-2008 Code for Design of Steel Structures for Boilers – this standard does not specify which type of profile should be used for the handrails on such platforms, nor does it state whether the positions of the columns need to be indicated in the drawings
This standard is a technical document; what I’m looking for seems to be the drawing specifications for platform escalators – things like the level of detail required in the drawings, the methods of representation, and whether there are any specific guidelines intended for platform escalators This thing is different from regular mechanical drawing
