Manufacturing license for safety valves of atmospheric pressure vessels?

The \"Regulations on Safety Inspection of Safety Valves\" (TSGZF001-2006) stipulate that safety valves installed on pressure vessels and pressure pipelines require a manufacturing license. Is a manufacturing license for special equipment also necessary for safety valves used on atmospheric pressure vessels? For example, for the safety valves used on mobile tank containers at normal pressure, is it sufficient to have them approved by a classification society – is a special equipment license also required? ?
It's needed. In addition to having classification society certification, a safety valve also requires a production license for special equipment.

Thank you to the second and third floors, but the tank containers we design are all normal-pressure containers; special equipment regulations do not apply to them. Yet safety valves on these containers are subject to special equipment regulations, which seems unreasonable! Where can I find a source? ?
I’m not sure if my understanding is correct, but just for the manufacture of safety valves, a special equipment license is definitely required. However, if I discuss this with the classification society and they agree that the safety valves we produce are to be used in tanks under normal pressure, and they issue a tank certificate in approval, then wouldn’t there be no problem?
