Regarding on-site pressure testing of valves

Is there any project that has adopted witnessed pressure testing at the valve factory instead of on-site testing? Or which company has adopted requirements for on-site pressure testing verification at the manufacturing plant in accordance with the new valve pressure testing specifications?
\"Code for Construction and Acceptance of Steel Piping Systems for Toxic and Flammable Media in Petrochemical Industries\" (SH3501-2011) 5.3.7 Valves shall undergo pressure testing on their valve bodies (including valve jackets) and sealing surfaces one by one, in accordance with the provisions of the current code SH 3518. Valves that have undergone pressure testing on a piece-by-piece basis at the manufacturing plant, with corresponding test records, may be exempted from pressure testing. The regulations state this, but the procedures for specific projects are not clear.
Generally, the more important steps are the pressure testing on-site; for those that aren’t important, testing is completed at the valve factory and that’s it
