Direct-acting pressure reducing valve

Is this called a direct-acting pressure relief valve? What is the purpose of the lead wire next to it? Does anyone have the principles or schematic diagrams for this? Today, when switching the filter at the gas station’s processing unit, significant pressure fluctuations were observed at the pump outlet. It is suspected that there is a problem with the adjustment of this valve; currently, the bypass valve is slightly open and the pressure is stable. What if it is closed again, will the same issue occur? Need some help
Is it blocked, or does the valve need to be repaired?
The problem has been resolved; it was likely the rapid pressure drop in the balance tube during filter element replacement that caused valve oscillation
