What kind of fitting is this?

I saw some photos at the site; I’m not sure what kind of pipe fitting this is or what its purpose is. I’d like to ask everyone for their advice
How did those few tees on the diagram get to be this rusty?
How is it different from the ball valve on the water pipe? How does this one get switched on and off? There’s no valve stem either

The corrosion margin of these several tees is estimated to be exhausted.
There are many types of ball valves; the pneumatic valve body mentioned above is also a ball valve； The valve handle should not yet be installed; most ball valve handles are rods that can be removed easily, and they arrive together with the valve body, to be installed later when it’s time to use the valve.
These are newly installed pipes; the straight sections were coated with anti-corrosion material first, while the fittings and welds were painted after non-destructive testing, strength testing, and airtightness tests were completed. This is the practice followed by smaller construction teams. The severe corrosion on the fittings may be due to rainy weather, and some fittings were already in this condition when they were purchased from the supplier.
Those smaller than 3 inches are generally subject to manual rust removal and painting on site after installation. :lol
The handle of the ball valve is installed last; refer to the image below for the finished product
As can be seen from this image, these sections are temporary. It still needs to be confirmed whether that valve is indeed the final valve. It might be temporary.
