The solution you are referring to is a sodium chloride solution. The requirement for producing sodium chlorate is a concentrated sodium hydroxide solution. In the case of sodium hydroxide produced by electrolyzing sodium chloride, its concentration is not high at the initial stage; it increases later on. Chlorine gas generated from the electrolysis of sodium chloride is also necessary for this process to take place. I’m not an expert, so I’m not sure what the specific concentration is.
