Where is the best place to install the flow meter in a steam heat exchanger?

On the steam side, the valve is installed on the condensate. I see that flow meters are installed on some steam lines and on some condensate lines. What’s the difference? Which one is better?
If there is a condensate tank behind the heat exchanger, the flow meter is generally installed on the steam side, and the temperature is adjusted by controlling the amount of steam entering the heat exchanger； If there is no condensate tank behind the heat exchanger, the flow meter is generally installed at the condensate outlet, and the temperature is adjusted by controlling the amount of condensate.
The condensate line is the pipeline itself; there is no condensate tank, and the valves are installed on this condensate line. Then, some flow meters are installed on the condensate line and others on the steam line – what are the advantages and disadvantages of each?
