Our company would like to inquire about the staffing arrangements in the various workshops of other companies. For example, how many people are assigned to the atmospheric and vacuum distillation units (please also provide the processing capacity), so that we can make the necessary adjustments to the staffing based on a comparison.
It varies from company to company, I guess. When looking at equipment, it’s common to first use those from other positions where there is no shortage of staff. After they have been in operation for a while and prove to be reliable, those are kept, along with a few spare ones. At first, more people are employed, and even if there is a surplus, it can still be stored.
Even if I tell you this, it won’t be of much use, as company conditions vary and the skill levels of employees differ. For example, our catalytic unit costs 2 million, along with a gas separation system; in total, 15 people are needed for each shift. But some companies may have fewer. It depends on whether the people currently assigned to those positions can handle emergency situations; otherwise, having more people won’t help.

For an 8-million-ton atmospheric and vacuum distillation unit, the production staff consists of 1 operator for internal tasks and 3 operators for external tasks per shift, totaling 4 people; thus, 16 people are needed for the four shifts.
For a 6 million-ton atmospheric and vacuum distillation unit, the production staff consists of 2 operators for internal tasks and 4 operators for external tasks per shift, totaling 6 people; thus, 24 people are needed for all four shifts
When assigning personnel, in addition to considering the actual needs of the specific workshop and position, it is also necessary to take into account the company’s overall capacity for operation and maintenance, as well as the degree of automation in those positions. Determining who will be responsible for tasks such as equipment repair and maintenance, electrical and instrumentation repairs, and cleaning depends on the scope of these tasks – whether they fall under the responsibility of the workshop or the entire company – and is decided based on the assigned responsibilities. The higher the degree of automation of a device, the fewer personnel are required, in principle. Due to differences in the structure of various domestic enterprises, varying standards for project construction, differing levels of employee competence, and different scopes of job responsibilities, there are not many guidelines regarding staffing levels.
