According to China Petroleum Network (correspondents Wang Bo and Zhang Guoqiang), on the afternoon of November 30, the handover ceremony for the supporting projects of Huabei Petrochemical’s 10 million-ton project cluster was held at the site of the project aimed at addressing risks associated with oil pipelines and relocating the related railway loading and unloading facilities. This milestone-like and solid step taken by Huabei Petrochemical in its pursuit of building a high-quality refinery that is internationally advanced and domestically first-class marks the complete completion of the construction of the multi-million-ton project complex. The supporting projects for the ten-million-ton project cluster consist of six components: the project to address potential hazards in oil pipelines and to relocate the associated railway loading and unloading facilities, a 1 million tons per year aviation fuel hydrogenation unit, the pipeline project connecting Huabei Petrochemicals with the new Beijing airport, the renovation of chemical product loading and unloading facilities in a different location, the renovation of liquefied gas loading facilities in a different location, and the construction of additional crude oil storage tanks with a capacity of 50,000 cubic meters. These projects are crucial for ensuring a stable supply of resources for Huabei Petrochemicals and maintaining smooth operations; they also serve as an important guarantee for improving product quality, enhancing the operational efficiency of the facilities, and boosting the company’s profitability. It is reported that since the completion of the main project with a capacity of 10 million tons at Huabei Petrochemical on June 30, all those involved in the project have strictly followed the arrangements made at the three progress meetings held on August 28, September 27, and November 9. Focusing on \"one core element\"—investment control—and strengthening \"five areas of management,\" they overcame various challenges such as tight deadlines, heavy tasks, and complex construction conditions. Through hard work and perseverance, they installed more than 490 sets of major equipment, laid over 140 kilometers of electrical cables and over 420 kilometers of instrument cables, used more than 17,000 tons of steel, completed nearly 60,000 cubic meters of concrete work, and achieved a welding output equivalent to 430,000 inches—setting a \"new speed\" for petroleum engineering projects in China. The supporting projects for North China Petrochemical’s 10-million-ton project complex are enormous and complex. During the construction process, these supporting projects were carried out in coordination with the main construction work of the 10-million-ton project, under unified planning and management. Since the project was launched, the principle of \"safety first, quality foremost\" has been adhered to at all times. Strict controls were applied at the design stage, as well as in terms of safety, environmental protection, project quality, and timely completion. By pooling resources, optimizing designs, and implementing meticulous management, every effort was made to ensure success. Starting with the commencement of the aviation fuel pipeline project on March 1, 2018, it took 9 months to complete the work, during which 4.1 million man-hours were invested in safe construction activities. The first-pass welding success rate was 99.27%, and no quality or safety incidents occurred during the 275 days of construction, thus ensuring that the project was completed safely, to a high standard, and with excellent quality.
