Here, we outline the conditions that must be met in order to apply for such a license:(1) Compliance with the local development plans for the gasoline station industry as well as relevant technical standards.
(2) Possession of long-term, stable sources of diesel supply, with contracts for diesel supply signed with companies authorized to wholesale diesel for a period of at least 3 years, and these contracts should be commensurate with the scale of operations.
(3) The design and construction of the gasoline station must comply with relevant standards, and it must pass inspections by departments responsible for land and resources management, planning and construction, safety supervision, fire protection, environmental protection, meteorology, and quality control.
(4) Availability of professional personnel skilled in diesel testing, measurement, storage and transportation, as well as fire safety and safe production practices.
(5) For offshore gasoline stations (ships) and onshore stations that supply marine diesel, in addition to meeting the above requirements, they must also comply with regulations related to port safety, waterway traffic safety, and prevention of water pollution.
(6) For gasoline stations located in rural areas that sell only diesel, the provincial commerce authorities may establish specific requirements for their establishment in accordance with these guidelines. Registration of refined oil companies.
