Can pipes be installed on the power distribution room?

An electrical distribution room is installed in the auxiliary area of Class A workshops. To facilitate the passage of utility pipes used in these workshops – such as steam, refrigerant (ethylene glycol), circulating water, compressed air, etc. – from the roof of the electrical distribution room to the pipe shafts in the Class A workshops, are there any regulations prohibiting the installation of pipes on top of the electrical distribution room? I think it’s the ethylene glycol pipe that has a big impact.
It’s definitely not possible to run the process pipelines from within the power distribution room, but there are no regulatory requirements that prohibit running them over the roof
