Questions regarding transformers and distribution rooms

I would like to trouble the teachers again: 1. For outdoor ground-mounted transformers, the standards require a protective fence 1.8 meters high to be installed around them. I would like to ask whether protective fences are also necessary for pole-mounted transformers? (It seems that the pole-mounted transformers on the streets don’t have any protective fences.) 2. Which standard specifies that jumper wires must be used for the door covers and cabinets of power distribution panels? Thank you!
