Regarding the electric pen, for example when measuring electricity at high altitudes, does the current from the pen form a circuit? Is it possible to measure a value in any case?

When a voltage tester is used to determine whether a conductor is live wire or neutral wire, the current flowing through the voltage tester (i.e., the current flowing through the human body) I is equal to the total voltage U applied across the voltage tester and the human body, divided by the total resistance R between the voltage tester and the human body.
