PLC settings for motor control cabinet

I would like to ask everyone: why do gas stations or certain power generation units use a PLC controller in the field control cabinet for implementing interlocks and alarms, sending only severe and minor fault alerts back to the control room? Why not transmit all temperature measurement data and alarm settings to the control room for operational control there?
This is for safety reasons; the control system itself, as a set of equipment, has its own interlocks, and it is only in the case of process interlocks that signals are sent to the control room.
The diesel generator set is an emergency unit; to ensure safe and reliable startup, it cannot be started via external control
