Changxing Island Port Area: The Changxing Island port complex features 19 berths spread across various locations, providing support for the production and operations of large state-owned enterprises such as Hengli Petrochemical, Liaogang Group, and Dachuan Heavy Industry. The 300,000-ton and 100,000-ton crude oil terminals at Dalian Port’s Changxing Island are located at the intersection of the port logistics and petrochemical industries in the Changxing Island Economic Zone. They represent the first large-scale specialized crude oil terminals built by Dalian Port Group in the core port area of Changxing Island. The port area features large-scale crude oil storage facilities; a total of 4.8 million cubic meters of storage capacity for crude oil is planned, all of which are duty-free storage areas, with an annual handling capacity of 22.35 million tons.

The crude oil terminal is part of the Changxing Island port area; so how large is the Dalian Port?

There are 25 major ports along China’s coast, and Dalian Port is one of them. Dalian Port is located in Dalian Bay at the southern tip of the Liaodong Peninsula. It features a wide harbor with deep waters that remain unfrozen in winter, allowing tankers of 10,000 tons to navigate freely. It is the most important comprehensive foreign trade port in the Northeast region. There are 84 modern specialized berths for containers, crude oil, refined oil products, grains, coal, bulk minerals, chemical products, and passenger and freight roll-on/roll-off vessels; among them, 54 are berths with a capacity of over 10,000 tons each. The total capacity for handling oil products is 72.85 million tons per year.

Dalian Port currently has 7 port areas. The oil terminals are mainly located in the Xingang Port Area (Niuyu Bay), which can accommodate ULCC oil tankers of up to 450,000 tons in capacity; the Changxingdao Port Area, which can handle VLCC oil tankers of up to 300,000 tons in capacity; and part of the Beiliang Port Area. By looking at the map of the port area, you can see that the oil product terminal in the Changxing Island port area is a supporting facility for the Changxing Island petrochemical complex.

The Dalian Xingang Port area is located at the northeast foot of Dagu Mountain at the southern tip of the Liaodong Peninsula, and on the southwest side of Dayaowan by the Yellow Sea. It is a modern deep-water oil port. It currently has two large crude oil terminals with capacities of 450,000 tons and 300,000 tons respectively, offering an annual handling capacity of 72.85 million tons. There is a **strategic petroleum reserve depot within the port area, along with oil pipelines connecting it to Dalian Petrochemical and Xitai Petrochemical.

The Beiliang Port Area features 4 oil product berths with capacities of 30,000 to 100,000 tons, capable of accommodating oil tankers ranging from 1,000 tons to 100,000 tons in size. Its annual handling capacity is 12 million tons. There are 240,000 cubic meters of oil product storage tanks, 1 railway loading and unloading station with an annual handling capacity of 4.6 million tons, and 1 road fuel dispensing station with an annual handling capacity of 2.6 million tons.

Crude oil storage capacity: 1. Storage at the Xingang area of Dalian Port (Dalian Port Oil Terminal Company); there are 368,000 cubic meters of storage tanks for refined oil and 120,000 cubic meters of storage tanks for liquefied products, giving a total crude oil storage capacity of 5.1 million cubic meters. 2. Sinopec International Bonded Oil Terminal (operated by Zhonglian Oil), with a total crude oil storage capacity of 1.75 million cubic meters; the stored crude oil is primarily used for transshipment and storage, and is supplied to Dalian Petrochemical and Xitai Petrochemical via pipelines. 3. The Changxing Island crude oil storage area has a storage capacity of 4.75 million cubic meters of crude oil; the first phase includes 24 storage tanks, each with a capacity of 100,000 cubic meters, giving a total storage capacity of 2.4 million cubic meters for crude oil ； Capacity of Phase 2: 22 storage tanks with a capacity of 100,000 cubic meters each and 3 tanks with a capacity of 50,000 cubic meters each, giving a total capacity of 2.35 million cubic meters. All storage tanks in this phase have been constructed, and the 2.4 million cubic meters of capacity in Phase 1 has already been filled with oil (some of it being Iranian condensate). 4. Dalian CNPC International Reserve Depot (Dalian CNPC International Storage and Transportation Company) has 42 vertical metal oil storage tanks with double floating roof structures, each with a capacity of 100,000 cubic meters. The total storage capacity is 4.2 million cubic meters. 5. Dalian **Oil Reserve Tank Project: The storage area consists of 3 million cubic meters of capacity, with 30 oil storage tanks of 100,000 cubic meters each. These tanks are arranged in 5 groups, each group comprising 6 tanks of 100,000 cubic meters.

How does the oil leave the tank area? 1. The Xinda Pipeline (Xingang–Dalian) is the main oil transport pipeline at Dalian Port, serving Dalian Petrochemical and Dalian West Pacific Refinery. With a total length of 40 kilometers, the section from Xingang to Dalian Petrochemical consists of two pipelines with diameters of 700 mm and 500 mm respectively, enabling a transport capacity of around 16 million tons per year. The pipeline leading to Dalian West Pacific Refinery has a diameter of 700 mm, with a transport capacity of about 10 million tons per year. 2. Tieling-Dalian Line: In its initial phase, it was used primarily for transporting crude oil from the Daqing Oil Field; currently, it is used to transport some Russian crude oil to the Xingang port area. 3. Other modes of transport: water transport, rail transport, road transport, etc. Through methods such as transshipment via waterways, as well as second-leg shipping and rail transport (Dalian Port is connected to the outside world by 8 railway lines with an annual transport volume of 9.5 million tons) and road transport, crude oil from Dalian Port can be delivered to refineries in Shandong and other regions in the northeast.
