From June 9 to 11, Tian Xuebin, Vice Minister of the Ministry of Water Resources, led a team to conduct an unannounced inspection of rural water supply arrangements in the Shangluo region of Shaanxi Province, using the \"four no’s and two direct approaches\" methodology. Tian Xuebin visited places such as Shuangxilou Village in Shangzhou District, Guocun Community, as well as Xunjianjie Community, Haoping Village, Sanxing Village, and Shanghe Village in Luonan County. There he carefully inspected the water sources, reservoirs, and pipelines of rural water supply systems; he went to villagers’ homes at random, turned on the faucets to check the water flow, tasted the water quality, and asked in detail about water prices, utility fees, and water supply services. Regarding the opinions and suggestions raised by the villagers, the staff were immediately instructed to make proper records, and it was emphasized that water managers, village officials, and team members stationed in the villages should carry out proper maintenance work to improve the quality of water supply in rural areas and satisfy the needs of the local farmers. After the undercover inspection, Tian Xuebin and his team held a discussion to share their feedback with officials from the local Party committees, **, and water resources departments. Tian Xuebin emphasized that thanks to the hard work of local party committees, **, and water resources departments, drinking water safety has been ensured. However, the level of water supply security in rural areas remains relatively low; some water sources are unstable, the operation and maintenance systems are inadequate, and some pipelines are old, posing potential risks. He called on all regions to pay close attention to this issue. First, rural drinking water safety must be regarded as a matter of great national importance; practical actions should be taken to help the people and resolve their difficulties, with sustained efforts to consolidate the achievements achieved. The main leaders of cities and counties should pay attention to and support efforts to ensure water supply in rural areas, striving through sustained efforts over several years to achieve a steady improvement in rural water supply. Second, it is necessary to take a long-term perspective and plan as a whole. Water sources should be selected scientifically, and their protection strengthened; villages facing seasonal or drought-related water shortages should establish alternative water sources. The construction of water supply projects must be carried out in strict accordance with regulatory requirements; any existing pipelines that are exposed or have a burial depth that does not meet the specified standards must be rectified immediately. Water management should be convenient for the public; water supply should be provided on a timed basis, and the public should be informed about this. Third, a comprehensive operation and maintenance mechanism must be established. Expand the coverage of urban water supply networks, and centralized water supply projects should be operated on an enterprise basis with professional management. Special attention should be paid to the population reliant on water stored in cisterns, to ensure an adequate supply of water of good quality and to maintain a minimum standard. Fourth, it is necessary to enforce the supervision responsibilities of the water resources departments at the city and county levels. It is necessary to improve the level of informatization in order to identify problems quickly. Raise funds through multiple channels to meet the financial needs for the construction and operation of water supply projects. Build a team of water managers who are responsible and knowledgeable in their field, and strengthen skill training. The problems identified in rural water supply should be resolved promptly; for those that cannot be solved immediately, temporary measures should be taken to ensure basic access to water, and the public should be informed accordingly. Comrades in the relevant local areas stated that they will promptly address the existing problems, draw lessons from them, conduct timely inspections, and comprehensively strengthen and improve the level of water supply security in rural areas.
